Letter to Howard Community Regarding U Street Incident

  • Published Date:

September 6, 2025

Dear Howard University Community,

Late last night, several Howard students were departing the U Street corridor when the vehicle they were traveling in was stopped by law enforcement, resulting in the arrest of a Howard University student. University officials have been in touch with the mayor’s office and the Metropolitan Police Department to gather additional information. The Office of Student Affairs is working to contact the students involved and has already been in touch with the family of the detained student. We realize that this situation, as well as the heightened federal law enforcement presence across Washington, D.C., has created both concern and anxiety among many students and their families. We want to reemphasize that the safety of our community is our top priority, both on and off campus.

If you are involved in an encounter with law enforcement, please contact the Howard University Department of Public Safety (HUDPS) at 202-806-1100 as soon as it is safe to do so.

Please follow these safety tips to help foster a safe and productive environment:

  • Stay connected by establishing a safety plan and sharing your location with trusted friends or family. Check in before and after leaving campus so others know your whereabouts and can reach you in an emergency.
  • Carry identification at all times. Ensure that your Howard University ID and other forms of identification are readily accessible.
  • Adhere to speed limits when driving. Ensure that your tags, registration, and license are current and in the vehicle.
  • Follow instructions from law enforcement personnel. If you find yourself in the presence of law enforcement, respond peacefully, respectfully, responsibly, and safely. If you encounter protests or disruptions, cooperate with directions from safety officials.
  • Become familiar with the University’s recommendations sent earlier this year regarding how to respond if you encounter ICE officials.
  • Use your POM Safety Device. This device provides direct access to our campus safety officials in case of an incident and for public safety and medical emergencies. Keep it charged. Don’t have a POM? Pick up a free POM handheld safety device at the Howard University Service Center.
  • Report emergencies and suspicious activity or individuals to HUPDS at 202-806-1100 or call 911. Program these numbers into your cell phone.
  • Download the Bison SAFE App to receive emergency alerts, safety updates, and resources directly on your phone.
  • Make safe choices. Steer clear of situations, activities, or events that could result in adverse encounters with law enforcement personnel. Please remember to always adhere to the law and the Student Code of Conduct.

We recognize that the current environment can be stressful and emotionally taxing. The Office of University Counseling provides confidential assistance and a safe space to connect, reflect, and find care. For assistance or concerns, students may call 202-806-6870 from 8 a.m. to 5 p.m. After 5 p.m., Crisis Line support is available for students at 202-345-6709. Faculty and staff can access services through our Employee Assistance Programs.

Thank you for your diligence, care, and commitment to safety. Please continue to look out for yourselves and each other, and do not hesitate to contact HUDPS or Student Affairs if you need assistance.

In Truth and Service,

Cynthia Evers, Ed.D.
Senior Vice President for Student Affairs
