Howard University Announces Timothy Millner as Executive Director of Physical Facilities

Timothy Millner HeadshotWASHINGTON – Howard University announces the appointment of Timothy L. Millner as executive director of Physical Facilities Management. He will be responsible for the leadership, strategic direction and financial oversight for the integration of the Office of Physical Facilities Management. Millner brings more than 30 years of broad technical and operational experience and strengths in the field of facilities management to the University.

“Mr. Timothy Millner has a proven record of effectively leading multi-site facilities management organizations, implementing data-driven decisions and utilizing best practices,” said Executive Vice President and Chief Operating Officer Tashni-Ann Dubroy, Ph.D. “He is a creative problem solver and a life-long learner who enjoys leading diverse teams and is eager to utilize his depth of skills and experience to help continue drive Howard forward. We welcome him back to his alma mater to serve in this important role.”

Millner will provide tactical expertise and guidance in the areas of facilities planning, maintenance, repair trades, engineering services, construction and renovation, in addition to grounds care, custodial services, and utility and asset management. Throughout his career, he has obtained much success in the planning, implementation and management of programs and capital projects that resulted in operations and financial performance improvement and the advancement of organizational objectives. He has led large and small departments as well as in-house and out-sourced teams.

Millner joins Howard University after serving as director of Capital Planning and Construction for the University of the District of Columbia (UDC). Reporting to the vice president for Real Estate and Facilities Management, he led a major capital improvement effort across UDC's campus as the institution looked to revitalize aging facilities and expand their 1.2 million square-foot of space to surrounding areas. One of his more significant accomplishments in his role at UDC is his success working with the District government to receive funding for a six-year, $174 million capital plan. The plan includes a consolidation of multiple community college locations into a single, newly acquired 75,000 square-foot community college campus in Southeast Washington, D.C., and renovations to the law school, library, architectural studio, outdoor plaza, and mechanical, engineering and plumbing infrastructure. Millner also led the work on a new campus master plan.

Prior to his time at UDC, Millner served nine years as the associate vice president for Facilities Management at the Maryland Institute College of Art (MICA) in Baltimore, Maryland. He was able to transform facilities management at MICA from a small, modest department to a robust organization with well-qualified technicians and support staff and an aggressive preventative maintenance program and an after-hours response team. He also instituted MICA's first sustainability program and established a collaborative working group with other local colleges and universities in Baltimore. Millner served as associate vice president during a high-growth period for the institution and led the construction efforts, including the development of additional dormitory space.

Millner began his career with the United States Navy, working as a Navy Civil Engineer Corps Officer. There, he held various positions of progressive responsibility in both construction and operations and led large teams across many facilities. During his tenure, among many other achievements, Millner managed a $6 billion medical facilities inventory of real property and developed and executed capital and expense plans for Bureau of Medicine-operated facilities.

Millner earned his bachelor's degree in architecture from Howard University. He also obtained his master's degree in Urban and Regional Planning from the University of Florida and a juris doctor degree from Temple University.

Millner will replace Aaron Baltimore who is retiring.

“I am extremely grateful for the work that has been completed by Mr. Aaron Baltimore. He remains one of the most valuable leaders that we’ve had on the operations team. Aaron took on challenges that he inherited and he transformed the facilities division at Howard University, shepherding us through some crippling moments in our infrastructural history. He stayed on for 14 months beyond his retirement and committed to staying until we found a permanent director,” said Dubroy.
